Video Proof of Cheaters is Against TOS

– Optimizations have been made to help reduce the download size for future updates
Bug Fixes/Changes:
– Fixed an issue that sometimes prevented the Traffic Magnet powerup from having any effect
– A number of vinyl mirroring and distortion issues were fixed for multiple cars
– Fixed a flickering license plate issue on the Mazda RX-8 (2009)
