No, I mean people who get accused of cheating just because they drove better. Lots of people got chat banned from butthurt losers accusing them of stuff. You don't have to offend to get reported.

DeleteYou know... they can check your chat... So if you were reported for "chat" AKA offensive language. They will read your chat around that time.
If the report was not a 'butthurt' report, they will ignore. But if you offended someone around that time, your name will be noted and if you receive more than a certain number of 'true reports', you will be chat banned.
Fake reports are ignored.
about the chat ban, we all know that a lot of players do everything in their power to get you angry and make you insult them. i'm pretty sure we all have a limit, so one day someone will provoke you and you will not be able to control yourself.
